Le processus de décentralisation a été matérialisé du point de vue législatif avec la loi dite d'orientation de la décentralisation du 22 juillet 2004 (Loi N°2004/017 du 22 Juillet 2004). Cette loi définit la décentralisation comme un transfert par l’Etat aux collectivités territoriales décentralisées (CTD) de compétences particulières et de moyens appropriés. Concrètement, le transfert de compétences consistera aux transferts par certains organes et structures étatiques (notamment les ministères) de prérogatives particulières aux communes (CTD). A cet effet, un ensemble de compétences précises liées aux secteurs de la santé, de l'éducation, du secteur de l'eau, du développement rural, du secteur du développement urbain,etc ont été "désignés" comme transférables. D'emblée, se pose la question de savoir si cette action s'accompagnera également d'un transfert effectif des ressources afférentes. Pour une réussite effective de ce processus, le package "transfert de compétences - transfert des ressources" devrait être étroitement associé. Le transfert des ressources évoqué ici ne doit nullement "tuer" le dynamisme des CTD à mobiliser elle même des ressources. D'autre part, se pose la question de savoir si les CTD auront les capacités nécessaires pour assumer toutes les responsabilités associées à ce transfert. De ce fait, l'Etat par le biais du Ministère de l'administration territoriale et de la décentralisation a publié un profiling des services communaux avec des précisions sur les différents services et les ressources humaines (compétences) y relatives. Toutefois, cette action seule ne suffira pas à "casser" la concentration des ressources humaines notamment dans les villes de Yaoundé (capitale politique) et Douala (Capitale économique). Il faudrait développer des actions visant à assurer une meilleure distribution des ressources humaines sur le territoire. De ce fait,  certains enjeux liés au transfert des compétences propose une certaine "retroactivité" entre les trois pôles que sont l'Etat, les CTD et les populations. L'Etat doit assumer un transfert effectif des compétences en y associant de façon effective les ressources qui vont avec mais surtout assurer un "suivi régalien" de la gestion "post-transfert" de ces compétences . les CTD quant à elles doivent se doter de toutes les capacités nécessaires pour assumer ce transfert des compétences et les repercuter sur les "services" qu'il délivre aux populations (responsabilisation).Elles (CTD) doivent également faire preuve de pragmatisme dans la mobilisation de ressources afin de minimiser autant que faire se peut la dépendance financière vis à vis de l'administration centrale (renforcement de capacités nécessaire) ces dernières doivent elles également, avoir un droit de "regard" sur la gestion des affaires operée par les CTD (communes) et les rendre responsables de leurs actions. Comme impact direct de tout ceci, se profile l'incontournable question du renforcement des capacités des acteurs animant les deux pôles CTD et populations. Cela appelle donc à l'intervention des OSC (organisation de la société civile), des OCB (organisation communaitaire de base). 2010-01-27T11:59:50+01:00 Le processus de décentralisation en cours au Cameroun connaitra un tournant majeur avec le transfert prévu pour ce début d'année 2010 de certaines compétences aux collectivités territoriales décentralisés (CTD). Ce transfert aura des repercussions notables sur l'architecture globale de ces CTD, sur leur management et sur des aspects liés à la participation de ces populations. Le présent "Room" se propose de s'intérroger sur les enjeux liés à ce transfert, à ses impacts et potentiellement à ses conséquences et d'en analyser la portée, la pertinence pour favoriser un réel essor de ces CTD. A l'heure actuelle au Cameroun, la politique de l'habitat social et de promotion du logement social est en cours de formalisation. Par conséquent, les communes ne se sont pas encore appropriées les valeurs d'une véritable politique de promotion du logement social. En rapport avec l'application des budgets participatifs en cours d'expérimentation, la relation ressources-logement social est faible. Car au total, on compte environ 6 communes sur plus de 400 qui mettent en œuvre le Budget Participatif. Dans le cadre du PNDP (Programme National de Développement Participatif), et du programme d’appui à la décentralisation et au développement local, de nombreuses autres communes se sont engagées dans la mise en place des démarches participatives en matière planification et de gestion des politiques locales. <st1:personname w:st="on" productid="La Communaut￩ Urbaine">La Communauté Urbaine</st1:personname> de Yaoundé est entrain de mettre en place un projet de logement social, dans le cadre d’un partenariat avec des opérateurs privés. D’autres communes sont aussi engagées en faveur du financement du logement social, amenées par les organisations de la société civile: c’est le cas de la commune de Mfou, qui appuie la mise en place d’une coopérative d’habitat. Des communes de Yaoundé 2, 7, 4, 6 qui soutiennent la mise en place des mutuelles de mal logés. Le partenaire ciblé pour ces communes est le FEICOM (Fonds d’Equipement et d’Intervention Communal). Néanmoins, de nombreuses autres communes ne sont pas encore engagées dans la mise en place de politiques de logement social. Dans l’ensemble de ces programmes, l’incidence sur l’emploi est réelle. Les jeunes et les femmes sont les premiers bénéficiaires.<o:p></o:p> Comment ces politiques sont-elles mises en oeuvre ? <o:p></o:p> Les communes qui se sont engagées ont entrepris des partenariats avec les organisations de la société civile. D’autres avec le secteur privé. Des programmes sont alors montés en commun, et transmis aux partenaires financiers et bancaires qui les soutiennent. A Yaoundé, le programme pilote de logement social issu de cet accord public-privé est en cours d’exécution.   <o:p></o:p> <o:p> </o:p>Quels sont les programmes, les sources de financement mises en oeuvre ?<o:p></o:p> Les Communes sont engagées dans plusieurs programmes le PADUDY (Programme d'Appui au Développement de Douala et Yaoundé), avec le soutien de l’AFD (Agence Française de Développement), le PDUE (Programme de Développement Urbain et d’Approvisionnement en Eau) financé par <st1:personname w:st="on" productid="la Banque Mondiale">la Banque Mondiale</st1:personname>, le PADY (Programme de D’Appui au Développement de Yaoundé) avec <st1:personname w:st="on" productid="la Banque">la Banque</st1:personname> africaine de Développement, les programmes inclus aux contrats de villes et financés sur fonds PPTE (pays Pauvres Très Endettés) et C2D (Contrat de Désendettement et de Développement) et des projets de développement des quartiers financés par des ONG. On peut enfin citer le Projet de Développement de Douala qui intègre une composante Habitat et Logement, les ressources du Crédit Foncier, de <st1:personname w:st="on" productid="la Soci￩t￩ Immobili￨re">la Société Immobilière</st1:personname> du Cameroun (SIC), de <st1:personname w:st="on" productid="la MAETUR">la MAETUR</st1:personname> (Mission d’Aménagement et Entretien des Terrains Urbains et Ruraux). Le Programme National de Développement Participatif (PNDP) et le Programme d’Appui au développement Communautaire (PADC) font un travail d’appui à la décentralisation. Mais ces appuis ne ciblent pas l’habitat et le logement parmi les priorités. Les habitants y concours à travers leurs épargnes et la mobilisation des structures coopératives de natures diverses.<o:p></o:p> <o:p> </o:p>Quels sont les niveaux d’intervention, les espaces prévus et les liens entre ces niveaux et espaces ? Quelles avancées et quelles limites, quelles perspectives ? <o:p></o:p> Les interventions se font au niveau local à l’initiative des municipalités; au niveau régional par les services déconcentrés de l'État et sur le plan national par les Ministères en charge de l’habitat, du foncier et des finances. Il existe une relation de tutelle entre ces niveaux, le plus souvent chacun met en oeuvre la politique définie par le Chef de l'État conformément aux textes en vigueur.<o:p></o:p> Avancées<o:p></o:p> Les relations entre les différents niveaux sont dynamiques. Le cadre juridique relatif à l'Habitat social se met progressivement sur pied. Ce cadre prend en compte les suggestions de la société civile notamment en ce qui concerne la définition de la copropriété, la facilitation de l’accès au foncier, la précision des conditions d’accès aux financements pour les promoteurs de logements sociaux, la mise en place de mécanismes d’accompagnement. L'implication de toutes les forces vives (organisations de la société civile, les personnes ressources; la population; etc.) est manifeste. Une stratégie nationale est en cours de préparation avec l’ensemble des acteurs, à l’initiative de la société civile. Un programme pilote de promotion du logement social est en phase d’étude. Un guide méthodologique des promoteurs de logements sociaux a été élaboré et diffusé. Une plate forme des promoteurs de mutuelles et coopératives d’habitat a été lancée par le MINDUH (Ministère du Développement Urbain et de l’Habitat. Une note de service visant la mise en place d’un bureau de facilitation foncière à été élaborée et proposée par la société civile aux autorités compétentes. Un Bureau d’Appui aux Mutuelles et Coopératives d’Habitat est fonctionnel à Yaoundé. Ce bureau appui la mise en place d’une vingtaine de projets de logements sociaux, portés par les coopératives et mutuelles d’habitat.  <o:p></o:p> <o:p> </o:p>Limites<o:p></o:p> Certaines structures mettent en œuvre des activités concurrentielles qui freinent certaines avancées en terme de changements politiques attendus sur le thème du logement social. Les Budgets des communes sont exigus et suffisent à peine à réaliser les projets de développement de quartiers. L'absence de loi sur la copropriété et les textes spécifiques à la promotion des Mutuelles et Coopératives d'Habitat est un frein. <st1:personname w:st="on" productid="La D￩faillance">La Défaillance</st1:personname> des institutions de financement et de réalisation des logements sociaux adaptés à toutes les couches sociales. Les logements construits par ces institutions sont prioritaires orientés vers les couches sociales favorisés. <o:p></o:p> <o:p> </o:p>Au niveau des acteurs sociaux <o:p></o:p> Quelles problématiques et enjeux spécifiques aux Budgets des communes pour une plus grande prise en compte des questions d’habitat et de logement?<o:p></o:p> Pour que la question de l'Habitat social soit prise en compte dans les Budgets communaux, il faudrait qu’au niveau national des textes spécifiques soient pris et adoptés visant à amener les communes à prendre de plus en  plus leur responsabilité par rapport à la question de la promotion du logement social. Les communes brandissent toujours le problème de financement. Il faut aussi amener les exécutifs communaux à comprendre l'importance de cette question pour la population. Ceci peut passer par le mise en œuvre d’un plan de sensibilisation et de formation des élus. Une action de promotion des Budgets participatifs dans l’ensemble des communes du pays. Une loi a été prise sur le financement des Communes. Le décret d’application est attendu. Avec la mise en place des mesures d’accompagnement. Une loi sur la participation citoyenne pourra contribuer à soutenir cette première et la rendre opposable. La société civile est appelée à jouer un rôle plus accru. Elle ne pourra le faire efficacement en rang dispersé. Une plate forme des OSCC (Organisations de <st1:personname w:st="on" productid="la Soci￩t￩ Civile">la Société Civile</st1:personname> du Cameroun) peut contribuer à la dynamique et au portage des revendications, en partenariat avec l’association des villes et communes unies du Cameroun.<o:p></o:p>  Avec quelles stratégies ? Outils de coordination, de mobilisation ? <o:p></o:p> Stratégie: structurer les OSCC travaillant dans le champ de la décentralisation et du développement local au Cameroun en plate forme indépendante, appuyer ses actions de plaidoyer, lobby et informations. Elargir l’action au niveau régional et international, en prenant part aux rencontres et agenda des institutions spécialisées et en adhérant aux réseaux thématiques existants.<o:p></o:p> Outils de coordination: le MINDUH a mis en place et une plate forme de promoteurs des Mutuelle et des Coopératives d’Habitat. Son secrétariat est animé par la société civile. Cet espace peut être mis à contribution. Mais il existe aussi un comité de suivi de la décentralisation au sein duquel la société civile participe. Ces cadres de concertation impliquant l'État, le secteur privé et la société civile sont à utiliser.<o:p></o:p> Outils de mobilisation: organisation de la population en Mutuelles et Coopératives d'Habitat, information par les journaux, conférences, ateliers et séminaires,  la radio, la télévision, Internet et des dépliants. Alliance internationale avec d’autres institutions poursuivant les mêmes objectifs. On peut aussi sur cette question transposer l’expérience de la charte élaborée au Cameroun au niveau africain et lancer un réseau africain des OSCC sur la décentralisation, le développement local et le logement social.<o:p></o:p> <o:p> </o:p>Quelles limites et avancées du plaidoyer actuel en terme d’influence sur les décisions locales, de prise en compte de l’habitat et du logement dans les Budgets des CTD et de mise à disposition de logements sociaux ? <o:p></o:p> Avancées notables : un groupe société civile de plus en plus actif sur cette question, des actions expérimentales sur le terrain visant à fournir des logements sociaux, les habitants se reconnaissant de plus en plus dans l’action des membres de ce groupe, de plus en plus nous remarquons l'adhésion des CTD au Budget Participatif. Il y a un manque de moyens financiers, cependant l’espoir renaît avec le décret n°2009/248 du 05 Août 2009 sur <st1:personname w:st="on" productid="La Dotation G￩n￩rale">la Dotation Générale</st1:personname> de <st1:personname w:st="on" productid="la D￩centralisation. Le">la Décentralisation. Le</st1:personname> nouveau programme du FEICOM le CAPIC qui permettra aux communes de recevoir des financements remboursables pour la construction des logements sociaux.<o:p></o:p> Limites: la faible coordination entre les acteurs du groupe société civile, la faible coordination entre les partenaires soutenant ce groupe de revendication sur le droit au logement, la faible relation entre ce groupe et les autres acteurs du logement social, la faiblesse des Budgets communaux, l'absence de certaines lois (copropriété et coopératives d'habitat), l'absence de réserves foncières communales, l’absence de vision sociale du logement dans nos communes. <o:p></o:p> Au niveau du cadrage juridique <o:p></o:p> Existe-il des lois, des textes spécifiques sur la décentralisation et le financement des CTD ? <o:p></o:p> Oui. La loi sur le financement des collectivités locales vient d’être votée par l’assemblée nationale du Cameroun. Cette loi prévoit le transfert de ressources aux communes dès le début de l’année 2010. Les textes d’application de cette loi ne sont pas encore signés.<o:p></o:p> Ces lois ont-elles une ouverture précise sur le financement de l’habitat et du logement social ? <o:p></o:p> Bien que l'on puisse compter sur la loi implémentant la décentralisation, l'on peut dire qu'il n'y a pas une ouverture précise focalisée sur le financement du logement social. Car à ce niveau cohabitent deux concepts qu'il convient de séparer afin d'apporter plus d'éclaircis. La notion d'habitat renferme un ensemble de services sociaux disponible et localisé tout autour d'un ou des logements. À ce niveau, l'on se rend compte que si rien n'est fait, les efforts des CTD en rapport avec les dotations budgétaires liées à la décentralisation pourront produire certes des services sociaux de base mais par forcément des logements sociaux. Il importe donc que le texte portant création des coopératives d'habitation soit promulguée afin que les CTD s'en approprient pour promouvoir les initiatives participatives de promotion et de construction de logement sociaux. Mais il faudra aussi que la société civile renforce sa coordination autour d’un certain nombre d’actions de suivi et de revendication nécessaires.<o:p></o:p> <o:p> </o:p>Ces lois et textes responsabilisent-ils les collectivités locales sur le BP, les problèmes d’habitat social ? <o:p></o:p> De l'ensemble des textes et lois existants sur la question du logement social au Cameroun, on peut dire que l'arrêté  n°008/12 du 28 août 2008  fixant les normes de l'habitat social au Cameroun, la loi régissant l'urbanisme, la loi n°97/ 003 du 10 janvier 1997 relative à la promotion immobilière et son décret d'application, la loi  n° 2004/18 du 22 juillet 2004 sur la décentralisation et ses décrets d'application semblent tous à la fois responsabiliser les collectivités territoriales décentralisées (CTD) et recommandent la participation de l’ensemble des acteurs. Mais sur la participation citoyenne et le budget participatif, ou sur la promotion du logement social, ces lois ne sont pas précises. <o:p></o:p> Au niveau financier <o:p></o:p> Quels dispositifs financiers existent, au niveau national pour accompagner les programmes pilotés par les CTD qui adoptent les politiques de logement social et du budget participatif dans le cadre d’habitat social et quelle incidence sur le développement local durable et l’emploi? <o:p></o:p> Le PNDP, le FEICOM, le PADC portent des financements au bénéfice des CTD. Ces financements actuels pour l’essentiel ne ciblent pas l’habitat et le logement social. Le Décret N° 2009/248 du 5 août 2009 portant les modalités d'évaluation et de répartition de <st1:personname w:st="on" productid="La Dotation G￩n￩rale">la Dotation Générale</st1:personname> et de <st1:personname w:st="on" productid="la D￩centralisation">la Décentralisation</st1:personname> permettra à partir de 2010 pour l'Etat de mettre à la disposition des CTD des financements pour le fonctionnement et les investissements.<o:p></o:p> Si le financement est utilisé de manière efficiente, les CTD qui auront adopté le BP pourraient  facilement s'approprier la question du logement social. Le rôle de la société civile sera déterminant.<o:p></o:p> Quels sont les acteurs des ces dispositifs financiers et leurs rôles ou contributions dans la mobilisation et la mise à disposition des ressources ?  <o:p></o:p> Pour le cas des programmes en cours d’appui à la décentralisation, des instances de concertation ont été mises en place. Pour assurer la participation de tous les acteurs. Au niveau opérationnel, des cellules nationales existent, avec des déconcentrations dans les régions. Ces démembrements dépendent des cellules nationales. Le rôle des OSCC est faible, réduit souvent à la prestation des services. Les CTD elles-mêmes sont réduites au rôle de bénéficiaires. Ces lourdeurs encouragent la corruption et limitent les impacts des programmes sur la vie des citoyens. Le Ministère des Finances et le FEICOM jouent un rôle central dans la collecte et la redistribution des recettes communales. Les ressources viennent en général des impôts, mais aussi des ressources d’exploitation minières, forestières, des dons de la coopération internationale. C’est la centralisation des pouvoirs, avec une tutelle préfectorale qui avalisent les dépenses en a priori. <o:p></o:p> <o:p> </o:p>Au niveau des capacités <o:p></o:p> Quelles stratégies de renforcement des capacités des CTD engagées dans les politiques de logement social et de budgétisation participative? <o:p></o:p> Existence des programmes d’appui à la décentralisation. Mais pas de véritable relation avec e logement social. 15839 The inability of the country's medical-training institutions to produce enough health professionals is one of the major contributing factors20. Despite being independent for over 40 years and its population growth, Zambia has been stuck with only one medical school and a handful of nursing and technical schools.  Each year the medical school graduates about 50 to 60 doctors, who are then committed to an 18-month internship in one of the country's few large public-health facilities. Other factors contributing to the worsening of the human resource for health (HRH) crisis include exodus of trained professionals to other countries in Africa and overseas, internal brain drain, an outdated medical-training infrastructure, HIV/AIDS mortality and faulty government management . Other contributing factors include poor and unattractive conditions of service; emergence of a competitive local, regional and international market for health staff; increasing demands on health staff due to increases in the numbers of HIV/AIDS patients; increased absence from work and high staff deaths attributable to the HIV/AIDS epidemic among the workers; and restrictions on new staff recruitments arising from the Highly Indebted Poor Countries (HIPC )completion conditionality (i.e. a two year hiring freeze).   Availability of Health Workers Anecdotal evidence from MOH shows that the past problems in the recruitment and deployment system such as ghost workers made it difficult to adequately account for available staff. Analysis of the data in the Human Resource for Health (HRH) Strategic Plan revealed that the total staff increased by only 4 % between 2005 and 2007.                          In addition, the staff to population ratios for doctors and nurses in 2005 were two and a half to three times higher than those recommended for Africa by the World Health Organization (WHO), i.e. 1:5,000 and 1:700 for doctors and nurses respectively. In 2007 the staff to population ratios were 2 times higher than the WHO recommended ratios for doctors and nurses. Analysis of the data by province revealed that rural and poor provinces such as Northen, Luapula and North Western provinces tend to have poor staff to population ratios than the urban provinces such as Lusaka and Copperbelt. For instance provinces such as Lusaka might have a doctor population ratio of 1:6,247 while remote provinces such as the Northern Province have a ratio of 1:65,763. This illustration demonstrates inequities in the delivery of the basic health services in the country.   2009-06-20T21:55:49+02:00 The Ministry of health (MoH) considers the availability of appropriate human resources at all the levels of health care as a critical factor in ensuring the delivery of efficient and effective health care to all. Le processus de la décentralisation va s’étendre sur un programme de 10 ans. Sur terrain la décentralisation n’est pas effective à part des lois qui sont promulguées et qui attendent d’être appliquées. Cette décentralisation devra rapprocher les gouvernants des gouvernés et, dans cette perspective, il est prévu le transfert des compétences et des ressources pour un développement à la base. Selon le vice-premier ministre Mutombo Bakafwasenda, représentant du premier ministre, à part la volonté politique caractérisée par une impulsion qui doit venir du gouvernement central, il faut que la population s’approprie aussi le processus. Ce qui permettra une meilleure visibilité de la promotion de la démocratie et du développement en vue d’améliorer le vécu quotidien du Congolais. Et Ross Mountain, représentant résident du PNUD d’ajouter qu’il est nécessaire, à priori, de clôturer l’arsenal juridique sur la décentralisation, notamment, la loi sur les entités déconcentrées et la loi financière. Il faut également, a souligné la même personnalité, la tenue des élections locales et la mise en place des stratégies de communication par le renforcement des capacités des administratifs et la sensibilisation de la population. Cet atelier est organisé par le ministère national de la Décentralisation et aménagement du territoire, avec l’appui du PNUD, de l’UNCDF, de la Monuc et de la coopération britannique. Voilà pourquoi, nous avions insisté lors de nos ateliers sur la décentralisation organisés le mois passé sur la nécessité de réviser la loi financière pour qu'il ait transfert des ressources aux entités térritoriales décentralisées. Au terme de la rencontre, les participants avaient adopté une recommandation en faveur de l'introduction du Budget participatif dans les villes africaines. Faisant suite à cette lettre d'intention, ASSOAL a lancé un programme d'appui à la gouvernance urbaine au bénéfice des cinq villes Camerounaises signataires de la lettre d'intention en 2004. Une étude sur le profil de gouvernance fut alors conduite. Les recommandations de cette étude ont proposé un mécanisme et des règles pour la conduite du processus dans deux premières communes: Batcham et Edzendouang. La capitalisation des premiers résultats du processus a été présentée aux autres communes du Cameroun dans le cadre de plusieurs ateliers et forum sur la gouvernance et la participation. Le cadre offert par Africités 2006 à Nairobi a permis de mutualiser ces résultats et difficultés, mais aussi de lancer les bases d'une alliance africaine pour le budget participatif. Après africités 2006, Un atelier sur le Budget participatif à la Triennale des habitants 2007 a amené 17 communes du Cameroun à confirmer leur adhésion à la démarche et aux pincipes du budget participatif. Un atelier d'information leur a été organisé en férvier 2008. A la fin, 10 communes ont signé des lettres demandant un accompagnement. ASSOAL a par conséquent intégré une démarche d'appui, en se limitant dans un premier temps à 5 nouvelles communes de Yaoundé. Les deux premières communes étant à présent suivies par deux ONG locales membres du Réseau des habitants. Le plan d'accompagnement d'Assoal prévoyait une liste d'activités : 1- Mission préparatoire d'Information, cadrage et identification des animateurs, facilitateurs 2- Organisation d’un groupe de travail (rédaction du projet d’arrêté et des outils d’animation) 3- Etude diagnostic de la gouvernance et de la pauvreté au sein des 5 communes 4- Atelier de restitution et de lancement inter communal 5- Suivi de la mise en oeuvre des recommandations notamment en vue de la prise des décisions initiales nécessaires au lancement du Budget Participatif. Yaoundé - 6 est la première commune à prendre cette décision parmi les 5 concernées. Le Règlement Intérieur du Budget Participatif a été rendu public hier, 22 avril 2009. En même temps, un accord de partenariat a été signé avec ASSOAL pour l'appui technique au processus. 823046 BACKGROUND Prior to this day series of meetings were held with women Organizations in the City of <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:City w:st="on"><st1:place w:st="on">Bo</st1:place></st1:City>.  Local NGOs like ours, the Bo Peace and Reconciliation Movement (BPRM) was also invited by Ministry of Social Welfare, Gender and Children Affairs as members of regional planning committee for celebration of International Women’s day. The activities organized are Radio Discussion Programme and Match - past on <st1:Street w:st="on"><st1:address w:st="on">Principal Street</st1:address></st1:Street> of Bo city, as you can see from above photograph.   In the first, BPRM paid for a one-hour airtime radio panel discussion Programme on the theme “stop violence against women” and maternal death.  Panelists were drawn from various women groups and specialties, such as, District Health Inspectorate, two Senior Maternity Nurses,  represented Medicine San Frontiers (MSF Belgium], an international NGO working on women’s health issues, Government Gender Desk Officer for the South. The discussion was moderated by BPRM and  The topics discussed include important of the International Day, domestic violence and violence against women, the Programme created better understand on the importance of the Women’s day, mobilizing women to celebrate the women’s day and  effect of  violence on reproductive health of women. Moreover, after 40 minutes Radio discussion, a phone line was opened for about twenty minutes, a lot of listeners both women and men had had their views on the topics. The following day the 8th March 2009, Match - past was organized in which over 1000 women from various women’s groups, and organizations attended the match - past from the coronation ground to Methodist Youth Centre, where women leaders presented statements. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p> Similar celebration was organized by cordaid partners HELP SL, And BPRM Field Officer Mrs. Margaret Banya made a presentation sees below:- A PRESENTATION ON THE INTERNATIONAL DAY OF WOMEN AT POTORU, BARRI CHIEFDOM, DISTRICT SIERRA LEONE, ON THE 8TH MARCH 2009.<o:p> </o:p> All Protocols observed: INTRODUCTION Bo Peace and Reconciliation Movement (BPRM) is a Non-Governmental and Non-Profit Making Organization.  It is a coalition of Civil Society groups working to promote Peace building, Reconciliation, Human Rights, HIV/AIDS awareness raising, Conflict Resolution and Prevention in Southern Sierra Leone. What is the celebration about? The International Women’s Day Celebration is about the emancipation and the advancement of women to overcome the numerous challenges confronting them worldwide. The theme of this year’s celebration is about gender- base violence and women’s reproductive health. This brings to mind the efforts made at international level to fight the course of women.    United Nations Conventions such as CEDAW were basically designed in 1979 to promote women’s equality to men. In their wisdom the inequality that women experienced as against the men is to a large extent responsible for the backwardness of women.    Against this background this day was set aside by United Nations as clarion call for the women and the world in general to stand up and fight for their rights and recognition.   In furtherance of effort United Nations Security Council Resolution [UNSCR] 1325 of 31 October 2000 also recalling from related past documents and declarations on women affairs this resolution is about the role of women in the promotion of peace in conflict and post conflict situations. It is also calling on the United Nations Member States to be gender sensitive in making nominations to the United Nations Missions to ensure increased representation of women at all decision-making levels:- It is the first resolution ever passed by the Security Council that specifically addresses the impact of war on women and women’s contributions to conflict resolution and sustainable peace.  It calls for the following: a)                 Respect for International Law as applicable to women and girls, b)                 Special measures to protect women and girls from gender-based violence and other forms of violence in situations of armed conflict, c)                  An end to impunity for those responsible for committing sexual violence against women and girls, d)                 Respect for the civilian and humanitarian charter of refugee camps; and Integration of the particular needs of women and girls into the design of refugee camps Gender-based violence has long lasting adverse effects on women’s reproductive health.  These include unwanted pregnancies, pregnancy complications, maternal death, miscarriage, injury and sexually transmitted infections. Intimidation and male dominance within the family exacerbated by gender-based violence hinders women from seeking out reproductive health services and lessens women’s ability to negotiate safe sexual intercourse, as well as the number and spacing of their children. Infanticide, incest, rape, child abuse and prostitution, early marriage and female genital cutting are among the common gender based violence related actions. Gender based violence at both the family and community level affects women’s’ and girls’ reproductive health throughout their life-cycle in various forms. §                     Child Abuse – Is a taboo subject not even discuss openly §                     Social Control – Women usually undergo FGM because of social consensus that female sexuality should be controlled until marriage. §                     Abandonment – Women who suffer from retro-vaginal fistulae (ulcer) for the most part do not have access to good health care and are abandoned by their husbands. §                     Dishonour – Raped girls face serious punishment e.g. beating for bringing shame on themselves and family. §                     Psychological Problems – Pregnant women due to rape are stigmatized resulting to low esteem, depression and sometimes suicide. The babies are likely to experience low birth weight, malnutrition behavioral problems    and death. §                     Women have always being marginalized in the process of development in every society.  This is evident within our own tradition and culture. §                     Women are not considered as partners but third class beneficiaries in our society. §                     Women are not allowed in decision-making and play no major role in politics and economically productive activities. <H1 style="MARGIN: 0in 0in 0pt">        RECOMMENDATIONS</H1> Any serious attempt to combat gender-based violence in this domain, must take a cultural and human rights approach.  While promoting women’s reproductive rights must collaborate with religious and traditional leaders to adapt these universal principles in the local context.<o:p></o:p> Talking about 50 - 50 could be a way forward but has to be clearly explained. §                     It does not mean women should humiliate men.<o:p></o:p> §                     It does not mean housewives should molest their husbands.  It means: §                     Becoming aware that women and men together in action for development will make indelible mark. §                     It creates awareness about the roles and responsibilities of men and women in society. §                     It improves communication and cooperation between man and woman, which lead to improvement of social and economic status of family  Considering Barri Chiefdom as a community and ask the question how many women are tailors, mechanics, chiefs, councilors, traders, teachers, drivers, etc.  I believed the answer will be 2/100. <H1 style="MARGIN: 0in 0in 0pt">          KEY MESSAGES<o:p></o:p></H1> <o:p> </o:p>Stop violence against women.  Recognize them as partners in development. <UL style="MARGIN-TOP: 0in" type=disc> <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Promote women for community and national development – the adage acts; If you educate a woman, girls, you educate a nation. <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Women should redouble their efforts to promote their status and dignity. <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Women should move from behind to be side by side with the men to forge ahead.<o:p></o:p> <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; COLOR: black; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Advocate with decision makers and women representatives. <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; COLOR: black; tab-stops: list .5in; mso-list: l2 level1 lfo7">Promote the implementation of Gender Acts for addressing victims of gender based violence. <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; COLOR: black; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Establish health service centers for victims providing support, counseling, legal service. <LI class=MsoNormal style="MARGIN: 0in 0in 0pt; TEXT-ALIGN: justify; tab-stops: list .5in; mso-list: l2 level1 lfo7">Finally, women and men together in action will make indelible mark.</LI></UL>         Thank you all, Mrs. Margaret Banya,<o:p></o:p> Field Officer, BPRM. 2009-03-12T20:38:59+01:00 INTERNATIONAL WOMEN’S DAY CELEBRATION BY BPRM A CORDAID PARTNER IN SIERRA LEONE.

25067 <div class="Title">Why? </div> In Cordaid we use as instruments for evaluation among others project evaluations and programme evaluations. These generally give us good insight in the results at the level of output and outcome. However, the results at the level of impact are at the very best anecdotic. Recent discussions on the effectiveness and quality of development cooperation tend to focus increasingly their attention on the issue of impact assessment. Impact is explicitly considered as the net contribution of projects and programmes to a series of well-defined parameters at individual, household and/or community level. Although common problems related to attribution and complementarities are widely acknowledged, a number of new and fairly simple approaches have become available that permit to make an unbiased assessment of the aggregate value of project interventions in a medium-term time perspective (4-5 years). In addition to the standard welfare measures (i.e. income, access and assets) it will be particularly important to include also behavioural responses (i.e. changes in attitudes, empowerment, etc.) as well as changes at the level of local civil society. Given the limited tradition within the NGO community in conducting scientifically-underpinned impact assessment, the present project presents an innovative framework for participatory impact assessment (PIA). Goal: The research cooperation program for participatory impact assessment perceives the following main objectives: a) Design and implementation of a participatory system for impact assessment within the NGO sector together with Cordaid partner organisations. b) Strengthening the capacity of partner organisations in using impact assessment as a participatory instrument for monitoring, learning, accountability and innovation. c) Use the results of the impact assessment at the level of Cordaid for monitoring, evaluation, learning, accountability and innovation. Methodology: Impact assessment of development interventions can be based on two broad approaches: - before/after appraisal: addressing changes in living conditions over a specified time period (e.g. comparing base line with ex-post survey) - with/without appraisal; addressing differences in behaviour and responses between the target group and a control group (composed of otherwise identical individuals). The development of the control group provides a counterfactual to the results reached by the target group. A combination of both approaches permits to assess the so-called ‘difference-in-difference’, e.g. the before and after situation of both the target and the control group. This approach also provides fundamental insights in the relative success of some projects that can be attributed to wealth-biased client selection. Whereas this framework has already been used in some settings, most data collection is based on rather simple, measurable indicators (income, wealth, consumption). For an application in the NGO context, additional elements should be added, such as attitudinal response, group learning and changes in and quality of power relations between different groups in a local society. To cover the different elements in the research both quantitative and qualitative research will be done. The study involves quantitative components based on survey data from the clients of the partner organisations and a comparable control group (potential clients). The control group will be matched according to criteria of wealth, education and networks. Unbiased selection is guaranteed through random choice and subsequently assessed through propensity score matching.  This approach would permit to generate simultaneously insights in the effectiveness and constraints of pro-poor targeting efficiency (i.e. exclusion of the poor & leakages to non-poor), as well as the socio-economic impact of the project at different scale levels (individual, group, village & NGO). The design of the qualitative research will be developed during the process and will be further discussed with the partner organizations. For instance, to look at the attitudinal response (willingness to invest) a research will be set up based on games. The empowerment process of women in women groups is another example of a qualitative research, complementary to the quantitative research. Who? <a href="http://www.cordaid.nl/" target="_blank">Cordaid</a> and <a href="http://www.ru.nl/cidin/" target="_blank">CIDIN</a> started this project on Participatory Impact Assessment together. Three countries, and in each country two partner organizations have been selected to participate in this project. Furthermore, in each country one or two research institutes have been contracted to conduct the surveys. In Peru we are working with Instituto de Promoción del Desarrollo Sostenible (IPES) in Lima and Centro de Educación y Comunicación Guamán Poma de Ayala (Guamán Poma) in Cusco, on the theme of basic services for the urban poor, with a focus on water and sanitation. The Peruvian research institute is the <a href="http://www.grade.org.pe/" target="_blank">Group for the Analysis of Development (GRADE). </a> In Ghana the partner organizations involved in this project are the Diocese of Navrongo Bolgatanga and the Diocese of Goaso, and the research will be conducted on the health care provided by these organizations. The local research institute in Ghana is the Institute of Statistical,<a href="http://www.isser.org/" target="_blank"> Social and Economic Research (ISSER). </a> In India the focus of the research is on economic development with the partner organizations Centre for Development Research and training (Cenderet) in Orissa and the Himalayan Action Research Centre (HARC) in Uttaranchal. In Orissa the local research institute is the <a href="http://www.ximb.ac.in/" target="_blank">Xavier Institute of Management (XIMB), </a>in Uttaranchal the surveys will be conducted by the Centre for Sustainable Development (CSD). Process In august 2007 we organized in Ghana a design workshop with the two partner organizations and the local research institute. The design workshops in Peru and India were subsequently held in September and January 2008. After each of the design workshops a baseline survey has been conducted with 200 beneficiary households of the partner organizations and 200 comparable non beneficiary households. So the survey comprises a total of 2400 households. At this moment the data of the baseline survey are processed and analyzed. Some qualitative research has also started in the different countries. In the next phase the results of the data analysis will be discussed with the partner organizations. Follow-up surveys will be conducted in the period 2008 -2011, after each of the surveys a feedback session with the partners will be planned. Halfway this 5-year project (end 2009/beginning 2010) a seminar will be organized to discuss the progress of the project, the findings and the methodology with all the actors involved. 64510 Local governments and politicians must take them seriously while making decisions about their neighbourhoods. The strengthening of local organisations and more say for poor people are central to urban policy. Improved access to basic services can only be realised in collaboration with other civil groups, governments, banks and industry. More than half of the inhabitants of the rapidly growing number of slum areas are children and youth. In deprived neighbourhoods they face the same problems everywhere: lack of social support and education, and - not only for the parents amongst them - lack of work and income. Urban administrators and adults make decisions about them, but without them. Young people’s initiatives are ignored by society, as a result of which young people have an increasingly negative self-image. In reaction many youth and children seek refuge in criminal gangs and vent their frustrations in violence both on the street and at home. Girls find it doubly difficult. 224024  Economically vulnerable people, in particular women, look for possibilities for improving their economic prospects and reducing dependence on middlemen and loan sharks. Regular banks however do not see them as customers. Micro finance is a widely propagated tool for poverty eradication. After the development organisations, an increasing number of commercial banks are now also finding their way to specialised micro finance institutions (MFIs). It is important that the products of MFIs adequately match the requirements of various groups of poor people (both the vulnerable poor and those with potential). In addition micro finance institutions look for a good balance between financial and social sustainability, whereby the target group gets and maintains administrative control. Quality standards enhance creditability and effectiveness. Of the estimated 500,000 MFIs, however, only a small number receive enough support to enable them to grow. Particularly in countries and geographic areas where (violent) political and social movements have been active, development and human rights organisations that sympathise with the movements’ agendas or those that work in areas where the movements are active are too easily seen as followers of radical and terrorist agendas by the government. By the same token, these development and human rights organisations are heavily put under pressure by the (violent) movements if they intend to engage constructively with the government. Experiences of partners make clear that the effects of CTMs play out differently on women human rights defenders than on their male colleagues. Police, military and intelligence officers, local authorities and other duty bearers abuse their extrajudicial powers to (physically and mentally) humiliate women defenders. In view of the importance of women’s contribution to conflict resolution and the courageous work women carry out in defending their rights, Cordaid and Justice and Peace aim to safeguard the operational space of these women in an age of growing counter-terrorism measures. 2008-12-24T15:32:15+01:00 The past years and in particular after 9/11 we can see increasing effects of counter-terrorism measures on the operational space of civil society and human rights defenders. These effects range from the adoption of strict NGO laws to extrajudicial killings of regime opponents. 68991   Modalities PBF programmes in Rwanda, Burundi and DRCongo follow the systemic approach, in which entire health systems are reviewed. Health care systems here have limited government regulation and commitment, and paying patients cover much of the budget. Separate offices have been created to hire health care services. On the other hand, in Tanzania and Zambia institutions that hire health care already exist; therefore, priority is given to cooperation with decentralised governments and financing and planning mechanisms. Successes, points of attention and preconditions Rwanda’s PBF programme clearly enjoys positive results, such as more efficient health care institutions. In Tanzania, it seems that costs have decreased and access to health care has increased. Literature also points out the programmes’ efficiency and effectiveness. However, when implementing PBF one must take care that it fits in with existing systems. Implementation should ensure the development of capacity and must be laid down in contract. Long-term incentives and an exit strategy should ensure sustainability. If health care systems exist and the government is involved, CORDAID’s contribution is smaller and might limit itself to output oriented work with existing partners. If social and institutional structures fail, a systemic approach to PBF is strongly applicable. Cordaid should finance PBF programmes only at the onset, although it can play important roles in its implementation and organisational strengthening. Indicators concerning quantity and quality should be carefully chosen and be geared to national priorities, while care should be taken to prevent their selectivity, guarantee accountability and involve the community or external consultants in monitoring. The management of health care institutions must be strong enough to anticipate the entrepreneurship of health providers. An equity fund must also exist for the poorest of the poor. Finally, insurers and community health funds can easily fit into a performance based system. L’approche systémique est fortement applicable si les structures sociales et institutionnelles sont insuffisantes.<o:p></o:p> <o:p></o:p> C’est seulement dès le début que Cordaid devrait financer les programmes de <st1:stockticker>FBP</st1:stockticker>, bien que Cordaid puisse aussi jouer un rôle important lors de l’implémentation et du renforcement organisationnel. <o:p></o:p> Les indicateurs de qualité et de quantité doivent être sélectionnés avec précision et être en accord avec les priorités nationales, tandis qu’il faudra prévenir la sélectivité, assurer la responsabilisation et engager la communauté ou les consultants externes dans le cadre du monitoring. Les cadres des institutions des soins de santé doivent avoir les capacités pour anticiper l’entreprenariat des prestataires des soins. Un fond d’investissement doit exister pour les plus pauvres. 100995   Both mitigation, reducing greenhouse gasses emissions, and supporting developing countries with adaptation measures are needed. Even if we start mitigating now, it will take some decades before these efforts become effective. In the mean time the already changing climate pushes people beyond their adaptation capacities. Therefore it is time to start adapting now.   Cordaid supports partner organisations that respond to climate change. For instance, <A href="http://www.cordaidpartners.com/rooms/cmdrr-community-managed-disaster-risk-reduction">Community Managed Disaster Risk Reduction (CMDRR)</A> is closely related to climate change adaptation and improves the resilience of the most vulnerable communities to disasters, of wich many are climate related.   In response to mitigation measures, partners are also supported to deal with acces of vulnerable communities to forests and <A href="http://www.cordaidpartners.com/rooms/program-9-small-producers">Non Timber Forest Products (NTFPs)</A> which might be endangered due to international agreements of forest protection.   Cordaid believes it is time that industrialised countries take their responsibility and start responding to a crisis they have created. In order to achieve effective climate justice the polluter must pay. Cordaid participates in the <A href="http://www.cidse.org/">CIDSE</A> and <A href="http://www.caritas.org/">Caritas Internationalis</A> <A href="http://www.cidse.org/Area_of_work/Climate_change/?id=84">Climate Justice Campaign</A> in the run-up to the <A href="http://unfccc.int/2860.php">Climate Change Conference</A> in Copenhagen in December 2009.   In the climate change - adaptation and mitigation room, there is space for partners to share knowledge and ideas to learn from each other on issues related to climate change. 68533 Activities and dual strategy Our 2008 activities include research and pilots aimed at the identification of possibilities for small producers to participate in, or strengthen their position within the value chains of energy crops, in order to generate a sustainable additional source of income. These could be local value chains that allow for an improvement local energy supply (and a reduced oil import bill for the country), or international chains that generate export revenues. At this stage, local chains seem to offer most advantages for small producers, for example due to employment creation and income generating activities around local processing, marketing and sales. In many cases, large-scale plantations do allow for employment creation, but revenues often stay with plantation owners or large company traders. Moreover, large-scale mono-culture threatens local habitats and biodiversity. Cordaid, along with its partners, intends to promote the economic, social and ecological sustainability of the supply chains. This means we aim to enhance opportunities for small producers and at the same time minimise risks and threats for small producers. Threats also extend to food and livelihood insecurity due to expansion of for example large- scale oil palm or soy plantations. This dual strategy is also applied in our work on NTFPs in Asia and soy in Latin America, where both government institutions as well as other actors in the value chain (such as traders, processors, energy companies) are addressed and asked how they can contribute to diminishing the negative effects of the production, processing and trade of energy crops. Energy crops and biofuels Energy crops are crops which can be processed for use as (transport or engine) fuel, or for energy and electricity production. The most important energy crops are palm, sugar cane, corn, rapeseed, sunflower, soy and jatropha. When used as liquid fuel, people tend to use the terms biofuels or agrofuels – the latter is sometimes preferred as for some “bio” refers to “biological” and might wrongly give the impression that biofuels are sustainable. Cordaid uses the terms energy crops, biofuels en agrofuels. Pure plant oils are the most common form of liquid biofuels. Liquid biofuels are used for heating, cooking, lighting, transport and power generation. Bio-energy can also be derived from other biomass products, such as solid plant matter or agricultural waste materials. Two of the most widely used forms are wood chips and bagasse - the fibre remaining when sugar cane is crushed to remove the cane juice for sugar production. Bagasse has been used for centuries for electricity generation at sugar mills and excess power can be sold to the national grid. Wood chips can be directly used as fuel.. Gaseous biofuels include biogas, which is produced by digesting organic waste and is generally used for cooking, lighting and power generation at the village level. Cordaid is at this stage primarily concerned with liquid fuels in transport and energy. 2008-12-04T17:04:24+01:00 Programme Small producers and energy crops Within Cordaid’s programme 9 on Small Producers, we have identified sub-programmes, focusing on a specific issue or sub-theme. One of the sub-programmes is focusing on energy crops. This sub programme builds on our ongoing work on soy in Latin America and links with our work on Non Timber Forest Products (NTFPs) in Asia. In Africa, increasingly partners are interested in the market and incoming generating potential of such crops. Since January, we have started to develop the sub-programme, with initial E 200.000 budgets for each of the three regions in 2008. We expect to increase that budget over the coming years.

Thematic Focus For the next few years, GRASP will focus its advocacy work on three thematic areas: Agricultural value chains, market liberalisation & EPAs and biofuels. These subjects have been identified as critical for an environment that enables decent livelihoods for small producers. Small producers (including, but not limited to small farmers) can be incorporated, their passion strengthened vis-à-vis other chain stakeholders. This shows our focus is as much on farmers (small producers) and inputs as on other chain actors such as supermarkets and consumers, and these in between. The roles of traders and supermarkets are described as “ambiguous”.
